The military base to house Division's primary location was built long before supernatural powers became known. Built in 1980 or thereabouts, by the time the PowerRun incident occurred it was mostly unused. The town around it was slowly dying. Seeing the dilemma the town of Stasworth was in, the government decided to revitalize the Harmony Lake Military Base as the home of Division. The small town gradually grew larger and larger, into a moderately sized city. Unfortunately, the PowerRun incident reached even here. There are citizens who lost their fathers, mothers, sisters, brothers and children to the incident. It upsets many of them that PowerRun still exists.
The town itself is based on the coast of British Columbia, Canada as is the military base. The Pacific Ocean laps at the shoreline.
The schools were established in 1983, the year after the PowerRun outbreak. Head Professor Gordon Daly founded it to keep PowerRun victims safe from the hunters that were popping up at the time to hunt supernaturals. Not many knew Daly had ties to the military as well as being supernatural himself. Daly was a founding vampire, and as a result PowerRun victims aren't the only powered individuals welcomed at his schools. In fact, unbeknownst to most people, Daly also established a well working system to know when a PowerRun victim's powers awakened. Whether that was on the onset of puberty or in their twenties. He's made it so every victim is offered the option of education at his schools. Most people accept it, as the offer includes a high class education, learning to use their powers properly, and the possibility of being hired after they're done. That includes for vampires, werewolves, mages, and merpeople. Those who do not accept the offer don't do nearly as well. Which brings us to the next line of what happens.
Due to Daly being in the military, it is connected a bit to the schools. Division 13 works so that if someone denies schooling at the schools, the military is informed so that they watch the individual. If they have ANY trouble with their powers or misusing them, they're brought into the base to be trained. Unlike the schools, individuals often do not have a choice. Knowing that, most supernaturals take the nicer option. That being said, being in the school doesn't mean you won't work with the military. Exemplary students are often integrated and help the military to educate. If the individuals are well-behaved, they might be sent out on missions to help stop the misuse of supernatural powers.
The difference is that those brought in from the schools have those added benefits. They are receiving a good education, they choose to help, and they are often trusted more than their military counterparts.
For the most part, Stasworth Academy doesn't have a uniform. However, students are expected to wear dress shirts or blouses to classes and assemblies. The shirts can be any colour, and the pants or skirts worn can be any colour or style as well. Of course, there is a dress code. Skirts must reach the knees, pants cannot be baggy. Underwear cannot be visible.
Those involved in the military operations could be requested to stay in their school uniforms, civilian dress, or they may be given military uniforms. It all depends on the situation of the individual, and the mission.
